Child Identity Card - How to Create, Requirements, and Benefits

Identity cards in all countries have become important. Not only adults, but children should also have identity cards. There are several reasons why children should have a child identity card, including: facilitating population data collection, making it easier when taking the train, and easier identification if a lost child is suddenly found on the streets.

The Child Identity Card (KIA), sometimes referred to as a child ID card, was launched in 2016 based on the legal basis of the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. In this regulation, there are 2 types of child ID cards. The first is for children aged 0 - 5 years. The second is for children aged 5 - 17 years. So what is the difference? The difference is only in whether a photo is used or not.

Not only Indonesian citizens can have a KIA, but foreign residents living in Indonesia can also have this KIA. The procedures for foreign residents, of course, have more requirements to fulfill.

How to Create a KIA

This Child Identity Card can be owned by both Indonesian citizens and foreign nationals under the age of 17. So is there a difference in the process of making it? Of course, there is.

How to Create a KIA for Indonesian Citizens

For children under 17 years old and Indonesian citizenship who want to create a KIA, they can follow the steps below.

  1. The child's parents or applicants can submit all requirements to the local Population and Civil Registration Office (Dukcapil).
  2. The Head of the Office signs and issues the KIA.
  3. The KIA can be given to the parents or applicants at the Dukcapil office, sub-district, village, or urban village.
  4. The Office can provide KIA through mobile services such as in reading parks, schools, hospitals, children's entertainment venues, and other public places.

So how do you create a KIA for foreign nationals living in Indonesia?

How to Create a KIA for Foreign Nationals

For foreign nationals living in Indonesia who want to obtain a KIA for their child, they must do the following.

  1. The child must have a passport and the parents must report to the Office by submitting all requirements for issuing a foreign national KIA.
  2. The Head of the Office signs and issues the KIA.
  3. The KIA can be given to the parents or applicants at the Office.

After knowing how to apply for a KIA, here are the requirements that must be brought during the application.

Since there are 2 types of KIA based on age, the requirements also vary.

Requirements for KIA for Children Aged 0 - 5 Years

Here are the requirements for applying for a child ID card or KIA for children aged 0 - 5 years.

  1. Photocopy of the birth certificate excerpt and show the original birth certificate excerpt.
  2. Original Family Card (KK) of the parents/guardians.
  3. Original ID cards of both parents/guardians.

Requirements for KIA for Children Aged 5 - 17 Years

Here are the requirements for applying for a child ID card or KIA for children aged 5 - 17 years.

  1. Photocopy of the birth certificate excerpt and show the original birth certificate excerpt.
  2. Original Family Card (KK) of the parents/guardians.
  3. Original ID cards of both parents/guardians.
  4. Two color passport photos of the child sized 2 x 3.

Requirements for KIA for Permanent Foreign Nationals

In addition to age, for children of foreign nationals living in Indonesia who want to have a KIA, they must prepare the following documents.

  1. Attach a photocopy of the passport and permanent residence permit.
  2. Original Family Card of the parents or guardians.
  3. Original electronic ID cards of both parents.

Benefits of KIA

KIA or child ID cards have many benefits. Abroad, KIA has been implemented and has many advantages. At least this KIA can be beneficial in many fields such as health, education, immigration, banking, and transportation.

Health Sector

In the health sector, KIA can be a tool to know the health history and medical records of the child. The goal is, of course, to know what allergies they have without having to ask the parents again or retest for allergies. Medication administration will be faster.

With the existence of KIA, it will also be quicker to identify potential hereditary diseases from parents that may be passed on to the child. Preventive actions can be provided more quickly.

Education Sector

In the education sector, having a KIA will make it easier to record student identification numbers. Often when changing schools, a new identification number is created. With the KIA, the identification number can directly use the NIK. The goal is to access where the child has attended school more quickly.

Additionally, if there are scholarship programs, it will also be easier to provide them directly to the child. The government can directly create scholarship accounts with the child's data using the KIA.

Immigration Sector

Often, the registration for young children is overlooked because they do not yet have an identity card. Thus, it is difficult to determine the accurate population figures. With the existence of KIA, population registration in the immigration sector will be easier.

With the KIA, when a child gets lost, it will be easier for everyone to know where the child lives. Many children get lost without carrying identification. When asked, the child is also confused about where they live. Especially for children under 12 years old. They usually have difficulty communicating with strangers.

Banking Sector

Some banks have even created special bank accounts for young children with their parents' data. This is because young children do not yet have identity cards. With the KIA, young children can have their own bank accounts and start learning to save.

Especially now in the era of online shopping. By providing their own bank account, friends can teach children how to manage finances from a young age. So that later when they can have their own money from their work, they can manage their finances well.

Transportation Sector

Indonesian railways have required passengers to have identification to register for tickets since 2012. Previously, Family Cards (KK) were usually used to register young children.

When the KIA is available and implemented, parents do not need to struggle to bring the Family Card when taking their children on a train journey.

Additionally, with the KIA, children can also fly alone. Has this ever happened? In certain cases, this certainly occurs. When the parents leave first and the child has to finish school matters such as exams and then follow later. However, of course, when the child flies alone, they are also accompanied by a guardian, such as a grandparent, until the ticket check.
