1. Visit the nearest Samsat and bring complete required documents

- Original ID card along with a photocopy
- Original vehicle registration book (BPKB) along with a photocopy
- Original STNK along with a photocopy
- Purchase receipt of the car that has been signed and stamped by the seller as proof that the purchased car is not stolen
After you have fulfilled these requirements, you just need to visit the nearest Samsat according to your ID card domicile.
2. Conduct a physical vehicle check
When you arrive at the Samsat, you need to conduct a physical vehicle check. This check serves to verify whether the engine number, chassis number is original and registered according to the data from the National Police Traffic Corps. Once checked, you will receive a physical check proof that will later be used as a requirement for the name transfer process.
3. Register for name transfer
After the physical check, you can visit the name transfer registration counter and submit the required documents. Later, you will be asked to pay an administrative fee of Rp30,000 and submit the name transfer requirements. Wait a moment until the STNK application process is complete. You will be given a receipt, but the photocopy and original STNK will be returned.
4. Change the data on the BPKB
Next, you can directly change the data on the vehicle registration book (BPKB). The Samsat will change the ownership data from the first ID card owner to your personal data. This process takes a few days and you must visit the local police department. The administrative fee for the change is approximately Rp80,000.

Here are the steps to pay car tax without the first owner's ID card via SMS.
1. Type SMS according to the specified format
The first step, you just need to type an SMS in the following format. E-Samsat (car chassis number) ID card number of the owner according to the STNK (email address), then send it to the number 082112119211. Wait until you receive a payment code, the amount of the bill, and complete information about your vehicle.
2. Visit the nearest Samsat
Next, you just need to make the payment. If you have done so, don’t forget to visit the nearest Samsat to exchange the receipt for the SKPD (Regional Tax Determination Letter).
In addition to the above method, you can pay car tax without an ID card using the SIGNAL application (National Digital SIM). The way is to simply download the application, then register. Once done, select the menu “Add Motor Vehicle”. Then fill in the data requested by the application until you receive information about the tax bill.
