Meaning of RF Plate, Types and Applicable Rules

License plates in Indonesia are very diverse because each region has different codes. However, have you ever seen an RF plate on the streets? If so, do you know what that code means? Meaning of RF Plate

Vehicle license plates with the RF code are official vehicle plates used by certain government agencies and state officials in Indonesia. The RF license plate can be said to be a special license plate that cannot be owned by just anyone. This refers to the Chief of Police Regulation Number 3 of 20123 regarding the Issuance of Recommendations for STNK and Special and Confidential TNKB for Official Motor Vehicles. 

Types of RF Plates

The vehicle license plates with the RF code in Indonesia are divided into several types. The complete types are as follows. 

1. RFS Plate

RFS is an acronym for Reformasi Sekretariat Negara. The RFS code is specifically used for motor vehicles of civil officials. This license plate is usually used by echelon I officials or equivalent to Directors General in Ministries.

2. RFO, RFH, and RFQ Plates

Meanwhile, the vehicle plates with the codes RFO, RFH, and RFQ are used by echelon II state officials or equivalent to Directors in Ministries. 

3. RFL Plate

For motor vehicles with the RFL plate, they are usually used by officials of the Indonesian Navy (Tentara Nasional Indonesia Angkatan Laut). This is because RFL stands for Reformasi Laut. 

4. RFD Plate

The RFD plate is usually used by vehicles of officials of the Indonesian Army (Tentara Nasional Indonesia Angkatan Darat). This is because RFD stands for Reformasi Darat.

5. RFU Plate

For officials of the Indonesian Air Force (Tentara Nasional Indonesia Angkatan Udara), the official vehicles used have the RFU code or Reformasi Udara.

6. RFP Plate

The RFP plate is used by officials of the Indonesian National Police or POLRI. This is because the RFP code stands for Reformasi Polisi. 

Regulations on the Use of RF Plates

Before October 2022, the use of Indonesian vehicle license plates with the RF code could be used by the general public. However, due to many reports of misuse of the plates by irresponsible individuals, the use of RF plates is only permitted for state officials. This was directly confirmed by Brigadier General Yusri Yunus, the Director of Korlantas Polri, during a press conference held on January 26, 2023. 

Although the RF plate is considered a license plate specifically designated by the state, in fact, the RF plate does not automatically receive special treatment on the roads. Users of RF plates must still request permission and escort from the Traffic Police when making urgent or important trips. 

This is because according to Articles 134 and 135 of Law Number 22 of 2009 concerning LLAJ (Traffic and Road Transportation), only the following categories of vehicles receive priority on the roads. The categories of vehicles are as follows.

• Ambulance vehicles.
• Firefighting vehicles.
• Vehicles used by the President of the Republic of Indonesia.
• Vehicles in a funeral procession.
• Vehicles for certain interests or convoys provided they have obtained permission from the authorities, and so on.
