What is RFS Plate? Here are the Types and Usage Rules
In the year 2023, the RFS plate became a topic of public discussion, including among the Korlantas Polri. Although it was widely discussed, not many know the meaning of the plate code. To help you understand it better, let’s take a look at the following review.
What is the RFS Plate?
The license plate with the suffix code “RFS” is a special type of plate that can only be used by certain government officials. The RFS code itself stands for Reformasi Sekretariat Negara, which means that this plate can only be used for the vehicles of the Director General of the Ministry or officials of echelon I.
Types of RFS Plates and Their Usage Rules
As explained above, motor vehicle plates with the suffix code “RFS” can only be used for echelon I officials. For echelon II officials and state apparatus vehicles, there are separate codes. The rules for using these codes refer to the use of RF plates as stated in the Chief of Police Regulation Number 3 of 2012. The types of plates and their usage are as follows.
1. RFP Plate
The RFP plate is a special plate used for police officials' vehicles. The RFP code stands for Reformasi Polisi.
2. RFQ, RFH, and RFO Plates
Meanwhile, the RFQ, RFH, and RFO plates are special plates used for echelon II officials or equivalent to Directors of the Ministry.
3. RFU Plate
The RFU plate is used for TNI AU official vehicles. This is because the plate code stands for Reformasi Udara.
4. RFD Plate
The RFD plate is used for TNI AD official vehicles. This is because the plate code stands for Reformasi Darat.
5. RFL Plate
The RFL plate is used for TNI AL official vehicles. This is because the plate code stands for Reformasi Laut.
Change of RFS Plates to ZZ
However, due to the widespread abuse of RFS plates by irresponsible individuals, this license plate was replaced by the Korlantas Polri in October 2023. The RF suffix code was entirely replaced with the letters ZZ and preceded by the number 1. The changes are as follows.
1. ZZP Plate
The ZZP plate replaces the RFP plate.
2. ZZU Plate
The ZZU plate replaces the RFU plate.
3. ZZD Plate
The ZZD plate replaces the RFD plate.
4. ZZL Plate
The ZZL plate replaces the RFL plate.
5. ZZS Plate
The ZZS plate replaces the RFS plate.
6. ZZH Plate
The ZZH plate replaces the RFO, RFQ, and RFH plates.

The change of this code was directly confirmed by the Director of Korlantas Polri, Brigadier General Yusri Yunus, in October 2023. The replacement of this plate code was officially implemented starting November 2023. So if in 2024 and 2025, someone is still using a vehicle with the suffix “RFS” or “RF”, it can be confirmed that the plate is fake.
If someone dares to use a fake plate, they will be punished with a maximum imprisonment of two months or a maximum fine of Rp. 500,000. This has been explained in the Traffic and Road Transport Law Article 68 paragraph 1.
