This is How the ETLE Camera Works in Recording Violations

Inilah Cara Kerja Kamera ETLE dalam Merekam Pelanggaran

Daihatsu friends, if you pass by major intersections like at the Sarinah roundabout in Jakarta or on the toll road, you often see cameras installed, it is very likely that those are ETLE cameras. Because ETLE cameras are installed in such areas. Electronic traffic law enforcement cameras or Electronic Traffic Law Enforcement (ETLE) work nonstop to monitor the behavior of drivers, without the need for officers to stand on the roadside.

To avoid being surprised when suddenly receiving a letter from the police, let's understand how ETLE cameras actually work, from recording violations to the confirmation and payment process.

What is ETLE?

ETLE is a technology-based traffic law enforcement system that utilizes cameras, sensors, and data processing systems to automatically detect violations. Evidence of violations in the form of photos or videos is stored digitally, making the enforcement process more objective, transparent, and minimizing face-to-face interactions between officers and drivers.

The National Police Traffic Corps continues to expand the use of this system. In the Operation Patuh 2026 held from October 26 to November 8, ETLE cameras will also play a role.

How ETLE Cameras Work in Recording Violations

In general, the workflow of ETLE is divided into several stages as follows.

1. Cameras detect and record violations

ETLE devices installed at monitoring points automatically capture violations. The camera photographs or records vehicles that violate, including their license plates. Automatic Number Plate Recognition (ANPR) technology helps the system quickly recognize vehicle numbers, while additional sensors are used to detect specific violations, such as speed.

2. Evidence sent to the ETLE Back Office

Photos and videos of violations are sent to the ETLE Back Office at the local Regional Traffic Management Center (RTMC). This is where officers check the evidence to ensure that the violation actually occurred.

3. Officers identify vehicle data

Once the evidence is deemed valid, officers match the license plate with vehicle registration data to determine the identity and address of the owner.

4. Confirmation letter sent to the vehicle owner

Officers send a confirmation letter to the address recorded on the vehicle registration document (STNK). It is important to note that this letter does not mean that you have officially been ticketed. The confirmation letter is the initial step of enforcement, containing photo evidence as well as the date and location of the violation.

5. Vehicle owner confirms

The vehicle owner is required to confirm who the driver was at the time of the violation, either through the official ETLE website or by visiting the ETLE post. The confirmation deadline is 8 days from the date of the violation.

6. Ticket issued and fine paid

After confirmation, officers issue an electronic ticket. The fine is then paid according to the applicable time provisions. If the owner does not confirm or does not pay, the vehicle registration document (STNK) may be temporarily blocked.

Types of ETLE Cameras You Should Know

Currently, ETLE is no longer just a fixed camera installed at intersections. Some types used include:

  • Static ETLE: installed at fixed locations, such as intersections or road sections with high violation rates.
  • Mobile ETLE: cameras mounted on patrol vehicles that can move to areas not covered by static cameras.
  • Handheld ETLE: handheld devices carried by officers to document violations directly in the field, then integrated into the ETLE Back Office, you can see an example here.
  • Portable ETLE: devices that can be moved according to monitoring needs.
  • Drone ETLE: ETLE cameras mounted on drones that monitor directly from the air at certain times.

What Violations Are Recorded by ETLE Cameras?

Various violations can now be detected by ETLE cameras. Some of the most common include:

  • Running a red light or violating traffic signals
  • Violating road markings and signs
  • Violating odd-even rules
  • Exceeding speed limits
  • Using a mobile phone while driving
  • Not wearing a seatbelt
  • Not wearing a helmet for motorcyclists
  • Not turning on headlights during the day for motorcyclists
  • Driving against traffic
  • Exceeding load capacity and dimensions
  • Violations related to the validity of the STNK
  • Modifying license plates

So, wearing a seatbelt, not holding a mobile phone, and ensuring that the license plate is clearly attached and not modified is not just about avoiding fines, but also about mutual safety.

Where Are ETLE Cameras Installed?

ETLE cameras are generally installed at high-risk violation and congestion points, such as busy intersections, protocol roads, and toll roads. In Jakarta alone, the number continues to increase to more than 100 points. You can see the complete list through the guide ETLE camera locations in Jakarta to be more prepared when passing through.

However, do not only obey traffic rules at camera points. In addition to static cameras, there are mobile, handheld, and drone ETLEs that can appear anywhere. The safest way is certainly to obey traffic rules on every road, at any time.

Received a Confirmation Letter? Here's What to Do

If you receive an ETLE confirmation letter, do not panic and do not ignore it. Follow these steps:

  1. Read the letter carefully, then match the date, location, and vehicle photo with your activities.
