Fine of Rp 500 Thousand for Toll Road Shoulder Violators

JAKARTA, MARCH 2025, Do not use the shoulder of the road when driving on the Toll Road unless in an emergency. Moreover, Astra Daihatsu has been echoing the Anti Shoulder Road campaign since the 2000s. The Daihatsu Friends Community fully supports the Anti Shoulder Road campaign to this day.

Just for your information, the shoulder of the toll road is only intended for emergency purposes or road maintenance. The use of the shoulder by drivers who are not in an emergency situation is not permitted. If they insist, they may face fines.

Use of Electronic Ticketing or ETLE

However, for drivers prohibited from using the shoulder of the road outside the designated hours, strict penalties will be imposed. In addition to direct enforcement by officers, violators will be monitored by the E-TLE system that has been installed along the route. 

“Yes, of course (they will be ticketed if they use the toll road shoulder outside the hours of 18:00-20:00 WIB, enforcement method) we will be using E-TLE during those hours. We will work with these E-TLE tools,” said Latif. 

Fine Sanctions 

For violators using the toll road shoulder, a fine of Rp 500,000 may be imposed. This provision is in accordance with Article 287 Paragraph 1 of Law (UU) Number 22 of 2009 concerning Traffic and Road Transportation.

As stated in that article, the penalty can be in the form of imprisonment for a maximum of 2 (two) months or a fine of up to Rp 500,000. So do not use the shoulder of the road when driving on the toll road.
