However, on weekends such as Saturday, Sunday, and national holidays, the odd-even rules do not apply. This allows four-wheeled vehicles to move freely in the capital city without odd-even restrictions.

The purpose of the odd-even extension policy in Jakarta, as explained by the Head of the Transportation Agency, is a response to the very high traffic conditions during those hours, where vehicle speeds generally do not reach 30 km per hour. Thus, the odd-even extension system in Jakarta becomes a strategic step to address mobility challenges amid urban traffic congestion.

Odd-Even Regulations in Jakarta

In addition, there is the Minister of Home Affairs Instruction No. 26 of 2023, Circular Letter (SE) of the Minister of Transportation Number 46 of 2023, and Governor Regulation (Pergub) Number 88 of 2019 that also regulates these provisions.

According to the odd-even regulations, vehicles with odd-numbered plates are allowed to pass through certain roads in the capital on odd dates at specific hours, while vehicles with even-numbered plates are only allowed to pass on even dates during the specified odd-even hours.

It should be noted that vehicles with the number plate 0 are considered even-numbered, thus only allowed to pass through odd-numbered lanes.

It is also important to know that the odd-even rules do not apply on Saturdays, Sundays, and national holidays. This provides a clear understanding for road users regarding the exceptions to the rules during those days, allowing flexibility in vehicle mobility during that time period.
