1. Report to local residential officials
When you see a car parked illegally, it is advisable not to report it immediately. If you know the driver of the car, it is better to address them personally with polite words to avoid offending them. However, if your warning is ignored, you should report it to local residential officials such as the neighborhood head (RT) or community head (RW). The neighborhood or community head will mediate the issue.
2. Report to the authorities
If local residential officials cannot mediate the illegal parking issue, you need to report the problem to the authorities, either through the local transportation department or the police. For reporting methods, you can report directly to the local police station (Polsek), or via SMS or text message to the number 0813-1111-1105.
3. Report through an application
The third way, you can report illegally parked cars through the JAKI (Jakarta Kini), SP4N-LAPOR, or Siparlibasi (Application-Based Illegal Parking Reporting Information System) applications. For those living in the DKI Jakarta area, you can use the JAKI application to report illegally parked cars. However, if you live in East Jakarta, you can report through the Siparlibasi application. Here’s how to report illegally parked cars through the application.
- First, download the illegal parking reporting application mentioned above from the Playstore.
- Once downloaded, immediately install the application.
- Next, register for the application by filling out the required data completely. Starting from personal identity, active email, password for application access, to phone number.
- Once the registration process is approved, you just need to select the “Submit Complaint” menu.
- Next, the application will request proof of the complaint in the form of a photo. You can take a picture of the illegally parked car directly by opening the camera feature on your phone. You can also take a photo from the photo gallery if you have already photographed the violating car before reporting.
- Then, type the details of the illegal parking location, and fill in the complaint description regarding your concerns, then click the “Submit” button. The authorities will then process the owner of the illegally parked car.

Consequences for Owners of Illegally Parked Cars
The consequences that illegally parked car owners must face vary. Starting from the car being towed, facing a maximum one-month imprisonment or paying a fine. If the driver commits illegal parking violations in prohibited areas, they will be subject to Article 287 of Law No. 22 of 2009 concerning Traffic and Road Transportation. Drivers of illegally parked cars will be fined IDR 250,000 or face one month of imprisonment. Meanwhile, parking a car carelessly on road markings requires the driver to pay a fine of IDR 500,000 or face a maximum two-month imprisonment.
