According to the official Bapenda website, the Motor Vehicle Name Transfer Fee or BBNKB is the fee that has been set when changing vehicle ownership, so if you buy and sell a used car, there will be a name transfer fee that must be paid so that the vehicle has a name according to the owner.
Managing BBNKB is important because the issue of BBNKB itself has been regulated and refers to Article 1 number 11 of the Law on Regional Taxes and Regional Levies.
Requirements for BBNKB
To carry out BBNKB, several requirements must be met. The BBNKB process will be carried out directly at the main Samsat, mobile Samsat, and outlet Samsat according to your place of residence. You will also need to prepare the vehicle in prime condition for inspection.
The requirements to apply for BBNKB are:
- Original ID card and photocopy of the previous owner
- Original and photocopy of the vehicle registration book (BPKB), if you are still paying for the vehicle, you can request a copy from the leasing company
- Original and photocopy of the STNK
- Original purchase receipt of the vehicle and photocopy
- Physical inspection results from Samsat.

How Much is the BBNKB Fee?
So, what is the rate charged? According to Article 12 paragraphs 1 and 2, the first BBNKB transfer is 12.5% and then the second transfer is 1%. So, what is meant by the first transfer?
The first transfer is directly from the dealer when the vehicle owner buys a new car. Meanwhile, the second transfer occurs during buying and selling, inheritance, donation, or other situations. Therefore, it can be said that when buying and selling used vehicles, the amount of BBNKB is not that high compared to buying a new car.

- BBNKB for a car: Rp300 million X 1% = Rp3 million
- Vehicle tax fee Rp 100 million X 2% = Rp2 million
- SWDKLLJ: Rp143 thousand
- STNK admin fee: Rp50 thousand
- STNK issuance fee: Rp200 thousand
- NKB issuance fee: Rp100 thousand
- BPKB issuance fee: Rp375 thousand
- Registration fee Rp100 thousand.
- If totaled, the total cost becomes around Rp5 million. This fee must be prepared to carry out the name transfer of a used vehicle. If you want to buy a new car, you only need to multiply the purchase price by 12.5%.
