Ideally, standard car spark plugs can produce the right spark. However, if the car's spark plugs are starting to fall below standard, the spark produced will be too high or too low.
A spark that is too high will make the engine sound rough. Conversely, a spark that is too small will cause the engine to stutter. If left unchecked, this will cause the car to stutter, especially at low RPM. To address this, you just need to replace the spark plugs with ones that meet the standard.
Fuel System Contains Air Bubbles

The last cause that triggers a car to stutter at low RPM is a dirty fuel filter. A dirty car fuel filter can block the flow of gasoline to all engine components. As a result, engine power decreases and the car's performance becomes stuttery.
