Motor Vehicle Name Transfer Fee (BBN) Starting Calculation Method and Requirements According to Regulations

In the context of motor vehicle buying and selling transactions in Indonesia, one aspect that needs special attention is the Transfer Name Fee (BBN). BBN, short for Transfer Name Fee, is a tax imposed on the transfer of ownership rights of motor vehicles from one owner to another.

The main purpose of BBN is to regulate and supervise the transfer of vehicles, as well as to ensure that this transfer process is carried out legally and in accordance with applicable regulations.

As we know, motor vehicles must be equipped with documents that meet the standards set by the state. This also applies to those who wish to process the name transfer letter. Knowing the calculation method, requirements, and costs of the Transfer Name Fee (BBN) for motorcycles that have been established is an important step. To understand in more detail, here is the review.

1. Preparing Documents

You need to know that to be able to transfer the name, it is necessary to withdraw the previous owner's file at Samsat, according to where the vehicle registration certificate (STNK) was issued. After the old file status has been withdrawn, you can start processing the registration of the new STNK. 

However, before that, there are several documents that you need to prepare before visiting your local Samsat.

Some of the documents you need to prepare include the original and photocopy of the vehicle ownership certificate (BPKB), the original and photocopy of the STNK, the ID card of the new motorcycle owner, and the receipt as proof of motorcycle purchase. 

As a suggestion, put all these documents in one place like a folder to avoid scattering. Hand the folder to the Samsat officer.

2. Visiting Samsat

After the documents are deemed complete, the next step is to visit Samsat. Pay attention to the calculation method, requirements, and costs of the name transfer (BBN) for motorcycles before visiting Samsat. 

Submit the prepared documents to the Samsat officer on duty at the mutation counter. Then, you need to wait for a while to be called back. 

Next, the officer will conduct a physical check of the motor vehicle you submitted. After some time, the Samsat officer will provide the results of the motorcycle condition check. 

Generally, the inspection results provided include the motorcycle's frame and engine numbers. Keep these documents safe to proceed to the next stage.

3. Legalizing Documents

After obtaining the motorcycle inspection results, submit the results to the counter officer. Then, the officer will legalize it, which will later be returned to you as the mutation applicant. After receiving this document, submit it to the counter officer to continue with the fiscal check.

4. Preparing Costs

Once you have obtained the legalized documents, the officer will direct you to fill out a form regarding the calculation method, requirements, and costs of the name transfer (BBN) for motorcycles. 

After all documents are declared complete, prepare the mutation registration fee of around Rp. 75 thousand to Rp. 250 thousand. Hand this fee to the Samsat officer until you receive a payment receipt.

Keep the payment receipt, which will be used to exchange for the name transfer documents. Usually, the document call will take 5 to 7 days after making the payment. 

Then, when you receive the call, immediately visit Samsat and exchange the payment receipt. You will then be directed to pay the document withdrawal fee of around Rp 10 thousand.

5. Processing STNK

For those of you who still have free time, try to process the STNK on the same day. You certainly know that the STNK is an important document that vehicle owners must have. 

To process it, you can inform the Samsat officer about your intention to process the STNK. Then the Samsat officer will provide guidance on the calculation method, requirements, and costs of the name transfer (BBN) for motorcycles.

Motorcycle mutation, or commonly referred to as name transfer, is a requirement for the change of domicile of the motor vehicle owner. This document is very important to have if you buy a motorcycle in city A and then move to city B. Follow all these requirements to comply with the regulations. 

What is the BBN fine?

The penalty for the Transfer Name Fee (BBN) for motor vehicles is imposed as a result of delays in the name transfer registration process, calculated from the date of the receipt/Inter-Regional Fiscal until the date of the name transfer registration. If the delay exceeds 30 working days, the BBN fine will be imposed. In addition, the BBN fine also applies if the BBN payment is made after the 30-day deadline from the registration date.

How much is the BBN tax?

The cost of transferring ownership rights of motor vehicles, known as BBN-KB (Transfer Name Fee for Motor Vehicles), is equivalent to 10% of the Regional Tax Assessment Letter (SKPD) value. Usually, the basic BBN-KB rate reaches two-thirds of the rate listed in the SKPD.
