PNBP STNK What Is It? Know the Types of Fees That Need to Be Paid
Have you ever noticed the cost details when processing the vehicle registration certificate (STNK) at Samsat? In addition to vehicle tax, there is an administrative fee called PNBP. PNBP on STNK is Non-Tax State Revenue, a fee paid by vehicle owners for the issuance and extension of STNK from the Indonesian National Police (Polri). This fee usually appears when you pay the 5-year tax or what is commonly referred to as changing the license plate.
This fee is different from the motor vehicle tax (PKB). To clarify, let's carefully review this article.
Why is PNBP STNK Charged?
PNBP is charged because the issuance of STNK is a state service that requires costs, from document materials, systems, to personnel. When the rates were adjusted in 2016, the government explained that the old rates from 2010 were no longer in line with current conditions. This adjustment was also linked to the improvement of materials and security features of the STNK as well as the maintenance costs of services at Samsat.
The government also stated that most of this PNBP is returned for public services. The Director General of Budget at the Ministry of Finance at that time mentioned the figure was 92 percent.
According to materials from Bapenda West Java, PNBP is earmarking: funds that have been deposited into the state treasury are returned to finance activities related to their source. This means that PNBP for STNK processing can only be used for activities related to STNK processing.
What Fees are Included in PNBP STNK?
PNBP within the Polri environment includes many services, from driving licenses to optional registration numbers. For motor vehicles, the types of PNBP you most often encounter are as follows.
- Issuance of a new STNK
For example, when purchasing a new vehicle, changing ownership, or replacing a lost or damaged STNK. - Extension of the 5-year STNK
Charged every time the STNK expires. - Issuance of TNKB (license plate),
Which is usually replaced during the 5-year extension. - Issuance of BPKB,
Document proof of vehicle ownership. - Vehicle mutation letter to another region,
If the vehicle is transferred to another police region.
There is also PNBP for optional registration numbers (fancy numbers) and cross-border STNK, but these services are rarely needed by vehicle owners in general.
What are the PNBP STNK Rates?
The PNBP rates for motor vehicles now refer to Government Regulation Number 76 of 2020 concerning Types and Rates of PNBP Applicable to Polri. This regulation is the latest reference after Government Regulation Number 60 of 2016, which has been in effect since January 6, 2017.
