Temporary Registration Certificate for New Cars and White Plate Regulations
One of the essential driving documents that every driver must have is the original STNK and TNKB. For owners of new motor vehicles, they will not immediately receive the original STNK but rather a temporary STNK for the new car.

What is a Temporary STNK or STCK for New Cars?
Every time a consumer buys a new car through a dealer, they actually do not receive what is called a temporary STNK for the new car.
The document given to them is called STCK or Vehicle Trial Certificate. This STCK serves as a substitute for the STNK used by drivers from the dealer or manufacturer to deliver the vehicle.
The STCK contains information related to the vehicle's engine number, chassis number, and year of manufacture.
In addition, the STCK also includes information regarding the owner's name, registration number, and the name of the responsible party. The responsible party's name refers to the name of the business entity, the dealer where you purchased the vehicle, and its business address.

The validity period of the Vehicle Trial Certificate or STCK is one month before the original STNK is issued by the authorities.
So, can the STCK be ticketed? Yes, it certainly can be ticketed, as stated in the Chief of Police Regulation No. 7/2021, the STCK and temporary license plates may only be used when the vehicle is delivered from the factory to the dealer and from the dealer to the consumer's home.
After the original STNK has been issued by the authorities, only then is the vehicle owner legally recognized as the owner of the vehicle. This original STNK is one of the valid documents for paying vehicle taxes online or offline.

What Does a White License Plate Mean?
TNKB or Motor Vehicle Number Sign issued by the police is not only black but also has a white background with red writing.
This red and white plate is a type of plate that will only be obtained by motor vehicles, whether cars or motorcycles, that have just been purchased from a dealer.
The white license plate is merely a temporary plate, just like the temporary STNK before the original license plate is issued at Samsat.
Regarding the use of motor vehicles still using this temporary plate, according to the regulations of the Indonesian National Police, it is actually no longer allowed. Therefore, in the Jabodetabek area, we rarely find drivers with white license plates.
In this area, new motor vehicles are generally given temporary black plates with additional written attachments.
Sometimes, vehicles are not equipped with any plates at all. However, in many areas, the use of motor vehicles with white plates is still prevalent.
In fact, the essence is that the white plate with red writing is intended for use when the vehicle is delivered from the factory to the dealer.
Subsequently, the vehicle is delivered from the dealer to the consumer's home. Meanwhile, for consumer use, the white plate with red writing is prohibited. This is regulated in the Chief of Police Regulation of 2012 number 5.

Can a White Plate Car Go Out of Town?
Often in some places in Indonesia, there are conditions where Samsat runs out of vehicle plates. Thus, there are many cases where someone is about to pay vehicle tax online but the TNKB (Motor Vehicle Number Sign) is still temporary or white-based.
In addition, the white vehicle plate cannot be used by drivers to drive on public roads because it is only a plate for delivery. Therefore, cars with white plates are certainly not allowed to be used out of town.
