Free Vehicle Name Transfer Fee for Used Cars in Jakarta
JAKARTA, NOVEMBER 2024, The DKI Jakarta Provincial Government has started to waive the transfer fee for motor vehicle name changes for the second transfer and onwards (BBNKB II). This means that the name transfer fee (BBN) for used vehicles is now free.
This policy is outlined in Governor Regulation Number 41 of 2024 regarding Regional Tax Incentives in the form of a 0% (zero percent) charge for the Transfer Fee for Motor Vehicles for the Second Transfer and Onwards.
Legal Basis & Incentives
In Article 2 paragraph (1) of Governor Regulation Number 41 of 2024, it is stated that the Governor provides regional tax incentives in the form of a 0% (zero percent) charge for BBNKB for Motor Vehicles for the Second Transfer and Onwards from the basis of the BBNKB charge. The 0% (zero percent) charge is granted ex officio without a taxpayer application through adjustments to the regional tax information system.
This regulation is valid until Regional Regulation Number 1 of 2024 regarding Regional Taxes and Regional Levies is enforced on January 5, 2025. Subsequently, starting January 5, 2025, used vehicles will no longer be subject to name transfer fees.
Other Items Remain Payable
However, when processing the name transfer for used vehicles, the tax that is waived is only the BBNKB. Meanwhile, the motor vehicle tax (PKB) and fees such as SWDKLLJ (Mandatory Road Traffic Accident Fund Contribution), as well as administrative fees for STNK and license plates, must still be paid.
"If from the Bapenda, PKB must still be paid if there are outstanding PKB dues. Jasa Raharja has SWDKLLJ fees. The police have STNK Admin and TNKB Admin fees," explained Herlina Ayu, Public Relations of the Regional Revenue Agency (Bapenda) DKI Jakarta (Source: Detik).
If the used vehicle to be transferred has tax arrears, the new owner must still pay the tax along with the penalties. Likewise, other fees such as SWDKLLJ, STNK, license plates, or BPKB must still be paid.
